Criterios normativos del sistema de cuota individual de pesca de anchoveta en el consumo humano directo para promover conservación de los recursos hidrobiológicos, Chimbote, 2018

Abstract

The present investigation had as aim to determine if the regime of access and conditions to grant fishing rights; the assignment and duration of the system of quotas; the actions of control and fishing taxation; and the monitoring, supervision and sanction of the normative breaches are the normative criteria of the system of individual quotas of fishing of anchoveta in the human direct consumption to promote the conservation of the resources hidrobiológicos, Chimbote, 2018. The investigation is applied, of not experimental type and descriptive design correlacional. The sample was composed by National and Compared Legislation, Doctrine, Jurisprudence and Processes specialized in topics of fishing; and for 30 experts in fishery: pleaded 25 % and representatives of fishermen 25 %, of Chimbote's District; two questionnaires were made for I gather of the information of the variables in study. Since result obtained that the normative criteria of the system of individual quota of fishing of anchoveta are efficient in 76.7 % in the conservation of the resources hidrobiológicos; being the statistical coefficient of contingency of test Tau-b de Kendall t = 0.89, with level of significancia minor standard to 1 % (P 0.01); therefore, the hypothesis is accepted and the void one is rejected There was demonstrated that the regime of access and conditions to grant fishing rights, the assignment and duration of the system of quotas, the actions of control and fishing taxation, and the monitoring, supervision and sanction of the normative breaches are in 76.7 % the normative criteria of the system of individual quota of fishing of anchoveta of human direct consumption to promote the conservation of the resources hidrobiológicos being the statistical coefficient of contingency of test Tau-b de Kendall is t = 0.89, with level of significancia minor standard to 1 % (P 0.01). Likewise, the corresponding offer was realized for the regulation of the normative criteria of the system of individual quota of fishing of anchoveta in the human direct consumption to promote the conservation of the resources hidrobiológicos, defining the parameters for his development and viability.

La presente investigación tuvo como objetivo de determinar si el régimen de acceso y condiciones para otorgar derechos pesqueros; la asignación y duración del sistema de cuotas; las acciones de control y fiscalización pesquera; y el monitoreo, supervisión y sanción de los incumplimientos normativos son los criterios normativos del sistema de cuotas individuales de pesca de anchoveta en el consumo humano directo para promover la conservación de los recursos hidrobiológicos, Chimbote, 2018. La investigación es aplicada, de tipo no experimental y diseño descriptivo correlacional. La muestra estuvo compuesta por Legislación Nacional y Comparada, Doctrina, Jurisprudencia y Expedientes especializados en temas de pesca; y por 30 expertos en pesquería: abogados 25% y representantes de pescadores 25%, del Distrito de Chimbote; se confeccionó dos cuestionarios para el recojo de los datos de las variables en estudio. Como resultado se obtuvo que los criterios normativos del sistema de cuota individual de pesca de anchoveta son eficientes en un 76.7% en la conservación de los recursos hidrobiológicos; siendo el coeficiente de contingencia estadístico de prueba Tau-b de Kendall τ= 0.89, con nivel de significancia estándar menor al 1% (P < 0.01); por tanto, se acepta la hipótesis y se rechaza la nula. Se demostró que el régimen de acceso y condiciones para otorgar derechos pesqueros, la asignación y duración del sistema de cuotas, las acciones de control y fiscalización pesquera, y el monitoreo, supervisión y sanción de los incumplimientos normativos son en un 76.7% los criterios normativos del sistema de cuota individual de pesca de anchoveta de consumo humano directo para promover la conservación de los recursos hidrobiológicos siendo el coeficiente de contingencia estadístico de prueba Tau-b de Kendall es τ= 0.89, con nivel de significancia estándar menor al 1% (P < 0.01). Asimismo, se realizó la propuesta correspondiente para la regulación de los criterios normativos del sistema de cuota individual de pesca de anchoveta en el consumo humano directo para promover la conservación de los recursos hidrobiológicos, definiendo los parámetros para su desarrollo y viabilidad
